Establish a Non-partisan commission

Establish a non-partisan commission of non-Illinois residents to make purely fiscal recommendations. It will inevitably recommend the scrapping of cost prohibitive defined benefit pensions. It will encourage a progressive income tax with rate increases at the highest income levels like the majority of solvent states. It should be tasked with approaching the states financial issues as if the state was a business which needs to balance its budget instead of the state being a conduit for lining the pockets of political cronies and state employees at the expense of my children and grandchildren.
