Bonus for U of I President

I’m not sure why the UofI President was supposed to get a $450,000 bonus next Spring, but I think it is inexcusable, especially in this economy. As an employee of a public institution how did he qualify for a bonus in the first place? State of Illinois employees, including University employees, should not be eliglble to receive bonuses.
