4 Day Work Week

Move all state facilities to a yyear-round 4 day work week to save on electricity and gas. Makes sure that all facilities comply except of course those facilities which have to remain open such as state parks, and tourist locations.
Extend this to all state facilities including universities. Universities can adapt their academic calendar to a four day week.
